Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

annoying honestly, just remove persistance and close empty servers!

Actually they already ARE closing the empty servers...servers who have zero players will not stay running live, and when you try to join it, that server must be restarted and it can take hours' worth of spamming the join or host buttons. The only persistent thing about empty servers from what i can tell is their advertising it.
