Can’t Host Anything in Portal - 'Global Game Quota Exceeded’ Error

I was excited for portal, want to try newly created Experiences, until met with this freaking error! I'm disappointed, what's the point of portal if you can't paly your own Experiences. Get more ...

    So their solution is killing portal, nobody play or care about it now!

I have the same issue. Tried several days in a row, but it is almost impossible to host a personal experience
