HsOhLiYt for testing purposes log into the router and put the PC's IP address into the demilitarized zone (DMZ). This will open all the router ports for the PC.
If it doesn't help then remove the PC's IP from the DMZ.
Also check the external/public IP address of the router. If it starts with 100. then your ISP might be using carrier grade network address translation (CGNAT). Which also blocks incoming connections.
