Casual Breakthrough Bot revive broken

I have played quite a few casual BT games recently where bots just sit hovering above you with their defibs out and dont actually revive you.  then you die and they move on.  Can this be addressed?  I feel these bot medics are getting just as bad as the support players that dont drop ammo or revive and just use the supply bags as their personal ammo crates while sniping 200m away in the back of the map
