Upload speed determines latency ( ping. ) You were also probably on a server based in Taiwan ( Republic of China. ) I have played on those servers myself, and I'm aware that you can encounter a bad route / hop, along the way, though in many respects I rarely had problems. Your connection to the game server is limited to the fastest speed the server itself supports, through auto negotiation. It doesn't necessarily mean anything is wrong. That server might be fast, but there could be high packet loss associated with having to traverse multiple layers of content delivery networks and service providers. Once again, it was probably outside of the region you live in. Sometimes it is also associated with really high server load, though not always, as it was in the Open Beta ( unprecedented demand, with the introduction of the free game modes, such as RedSec. ) If you play at certain times, you might end up on a North American server, or one based in Latin America, specifically when demand is higher ( when the weekly challenges reset, server load is often much higher, not just in the afternoons / evenings, and on weekends, based on the time zone at least. )
