So I hope the video shows the issue to the same extenet I experience it in game, with a graphic jumping/stuttering. or whatever the proper term may be. I have fiber ethernet that, I am hardwired into do I do not believe that to be the issue.

The CPU framerate in the top right corner of the screen is dropping below 60fps. That's why it's turning yellow and red in color.
This is causing time nudge (TN) to spike which causes network lag and stutters. You can verify time nudge is spiking by turning on the Network Performance Bar which will display time nudge (TN) at the top of the screen.
To fix time nudge (TN) spiking the CPU framerate must stay above 60fps. I'm willing to help you troubleshoot CPU performance issues. Please download HWiNFO and post a screenshot of 'System Summery' so I can see your PC specs.
Thanks for your response. I am finally glad to get a solid answer. I have searched it and have seen the issue replicated for anyone else. I apologize about my delay in responding. I understand my computer is a potato in terms of modern games like this, so I understand if there is no solution. I am working on upgrade has budget allows. Attached is also some additional footage with all the graphs enabled. if something is covered due me having too much enabled please let me know.
