GUI buton suggestions flickering bug

I have this weird bug in all my menus and in game too where any time I move my mouse or press any key, the keyboard suggestions show up for all UI elements (they are normally not visible), they then immediately disappear when I stop moving. If I make micro-inputs with my mouse, it basically flickers. Its not game breaking, but very distracting as its happening non stop every few frames.

I have tried:

Restarting game
Updated graphics drivers
Changed graphics settings to low/auto/high
Went to settings->graphics>advanced HUD settings->show HUD prompts changing on/off does nothing
