I'm having the same issues and tried all the steps listed in OP and Second-DK's post. It's aggravating because every other online game I have works fine.

I had these issues briefly in S2, but after a weekly update it was fixed. There was also something about a NVIDIA driver update that affected the game. Don't know why, but that seemed to work for the S2 issues. Hasn't worked for S3.
