Horrible fps drops at intervals, constant network icons, rubberbanding

My specs: Ryzen 5900x, zotac 3060 with 12gb vram, 32gb ddr4 32mhz (2x16gb gskil), 1tb nvme ssd, brand new hyper 212 black, 650w evga psu, 4 case fans, b450m micro atx mobo, coolermaster micro atx case.

My game drops to 1fps for 5 seconds every 30 seconds, i always have network icons despite perfect connection (i run everything else perfect), my hit reg sucks, and im always rubberbanding. The only way ive found to fix it is enabling ultimate performance power plan via command prompt and parking the game on half my cores and processors with a User.cfg file. I also run process lasso to help balance my cores. Enabling auto xmp also seemed to help alot before i found the power plan trick. It seems the network issues people experience are directly connected to cpu latency, and seems to be much worse for certain cpu users. I got the game running for now but im sure someone will break it again. Please fix the insane cpu usage and latency problems, i run everything else perfect in 1080p ultra settings. Before someone says it, turning my settings down doesnt help at all.
