Lags Ping 200 aftert S3 Update

After the update, the game has become unplayable. Suddenly, after having a stable ping of 20–30 since Season 1, the ping is now jumping from 100 to 500 every few moments. There are constant lag issues. The game looks like a slideshow. This is happening on the European servers. Can I get a refund, please?
