Low FPS after last major patch

Yet again a patch killed my FPS.  The most recent large update did it.  Happened fall last year too, had to wait two more patches before that one cleared up.   Usually get 150-ish FPS in game, but now I struggle to get above 60.  The frames are very visible.  I've updated to the last two NVidia updates, done clean installs in safe mode, used DDU and cleaned everything, set settings to lowest reasonable setting, etc. All the same things I tried last time.  No luck, Just have to suffer with this until they get around to fixing it yet again.  

While I'm at it - two more unresolved tech issues: still getting stuck with a black screen when "leave game" is chosen occasionally.  Have to alt-F4 the program and restart it.  

Game stuck after ending.  You can still hear it, hit ESC and try to leave, nothing works.  Alt-F4 again and restart.

Also, can we get rid of the load screens?  Tired of having to wait and smash SPACE repeatedly to stop this stuff I've seen 500 times already.
