Network issues on EA servers

Whenever I try to quick match game modes on EA servers I am able to join, but when I get in I am stuck in slow motion. Originally I thought that this was due to my game not being very well optimized and it being the fault of my fairly low spec gaming laptop, however I have since been able to fix my CPU issues and bump my frames up to a more playable 80-100, but this only works on community servers. 

it isn't an issue with my internet connection as when I'm in game on the EA servers it says I have a ping of 50 or less which as im in NZ means its correctly routing me to Oceania servers, but none the less i get the connection and packet loss symbols in the top left corner and the game is unplayable. I also dont think its a server side issue as clearly everyone else on the server is able to play just fine.

If anyone knows what this issue is or if there is an available solution it would be greatly appreciated. starting to get tired of jumping through 5 community servers just to find one which isnt a 500% health bot xp farm or just playing the same map over and over and over.
