Dayveq check if the CPU frequency is downclocking in Windows Task Manager.
Run the game in windowed mode (alt + enter)
Open Task Manager (alt + ctrl + del)
Open the Performance tab, then right-click on the CPU graph and choose "Change graph to > Logical processors".
Set Task Manager to 'always on top' by clicking option
Now you can play the game and monitor the CPU speed while playing the game. Is it dropping below 4GHz? Are any of the CPU cores maxed out at 100% usage?
Also check if the CPU RAM is in single channel mode or dual channel mode with CPU-Z. Dual channel mode offers better performance.
