[PC] HELP I don't know what is causing this

I get really odd lag and I don't know what it is but it doesn't seem to be performance as I've looked at my pc's stats while the lag is occurring and nothing is out of the ordinary in that regard. I also have checked my ping when this is occurring and it is always stable at 32 ping. I just want to know what kind of lag this is so that I might be able to fix it cause when it occurs it's annoying and borderline unplayable when in any aircraft, as you can see in the clip. The severity of it varies from game to game, sometimes not occuring at all in a lobby or only occurring late into the match. My graphics driver is up to date but I recently was forced onto Windows 11 and I feel like that has something to do with it since it feels like it has been occuring more frequently since then but that also might just be coincidence.

GPU: NVIDIA GeForce RTX 2070
MEMORY: 16gb
