Poor rendering no matter what settings i try

I cannot for the life of me figure it out, my game looks like a potato on some maps more than others but a lot of the times players are rendering in like the attached photo. 9800X3D and 9070Xt with 64GB of ram and WD black NVME. if its my setup I'll eat my shoe. can anyone recommend a workaround, or something that helped fix this for them? I'm going crazy. I've verified integrity of files checked drivers and changed every option I've seen tried to fix this

I’ve had the same issue since yesterday. Before that, everything was working fine. I didn’t change anything, neither hardware nor software.
For me, the problem is mostly with car/building/gadget textures looking like 4-polygon objects until I’m just a few centimeters away from them.
I also have the same player texture issue as you — it feels like playing a bad PS1 game.
Settings are on High/Ultra.

Turn Off the Upscaling. Thats the problem in most of the time, i dont even understand why people use it, except if you have a 15 years Old PC Win XP Version XD..

Upscaling off. still have the same issue. thexture and mash are set to max.
