Poor rendering no matter what settings i try

I’ve had the same issue since yesterday. Before that, everything was working fine. I didn’t change anything, neither hardware nor software.
For me, the problem is mostly with car/building/gadget textures looking like 4-polygon objects until I’m just a few centimeters away from them.
I also have the same player texture issue as you — it feels like playing a bad PS1 game.
Settings are on High/Ultra.
