No need for this anymore mate. The issue was finally reproduced by the doofuses over at DICE, and they figured out a fix too...unfortunately, that fix is only available on BF LABS for the moment, and we don't know when they'll bother pushing it over to the Live version of the game.
Just a waiting game now.

I'm in Aus, the game updated just today. I've tried it out but the micro-stutter is still there. Confirmed while using controller it is completely smooth. I was able to reproduce the stutter easily by ADS on an object, and orbiting around the object while focusing aim on it, the object and surrounding scene was stuttering.

As I already said, my feeling was that they will never deploy this fix. And still actually is, I don't see it coming at all. Also, I don't trust the information about the fix in the LABS as I did not see it and tested by myself. We are speculating on something which is not tangible, just random information from the internet.
Since when could we trust information coming from DICE, Devs, community managers... ? Never I will trust a company who released a AAA shooter with a broken mouse and dare to acknowledge it.
They keep bringing BS updates on the spot to the game that were never tested "intensively". The genuine LAB is actually the production version of the game which is totally broken. LAB is just marketing, they don't test anything.
They keep sabotaging and ruining the game. Deploying the fix with the opening of season 3 would have been a smart move to bring PC players back to the game. But no, common sense if out of DICE mind..

One thing you could try I know it's not optimal but in the graphic settings set it to do pre render frames. It could help.
