Rubberbanding since Winter Update

Prior to the update, the game was playable. Ever since, it rubberbands me through walls, out of cover, back to where I vaulted an object, etc. Sometimes my shots work, sometimes not. I've cleared my DNS cache, run as administrator, changed DNS default addresses, tried custom servers, and yelled at my monitor. Didn't help at all. 

The network tool shows outgoing packet loss from 2-9% with a steady ping of 32-38ms, but momentary peaks to 200ms. I also noticed the corporate server connects to Chile, instead of North America (I'm in Chicagoland). My graphics tool shows all 4 green stats, with a MP/S of 680-700. I changed nothing but network setting since the problems came up.

Any fixes, EA?
