Series x performance mode worse than balanced mode and other issues

Anyone else on series X having an issue with performance mode giving worse performance and FPS than balanced? My MSI monitor has a built in fps OSD. Balanced is showing 120fps and decent performance ...

where did you get this info from? 

I mean the "toggle performance off and on?"
