Server Starts but you cannot play

EA, I am wondering why it is impossible to start a server and a game?   
I have created a server, with backfill bots, but when you host and start the server it only fills with 12 bots and does not allow you to start the game.  This was working properly before I changed the name of the server.  Can you tell me what is going on here?
