Stuttering when pressing 3 (gadget one like defibs and others)

Update: So it seems that the newest update for Nvidia drivers 591.59 has fixed the stuttering if you launch the game and hop into a match directly. However this update reintroduces the mouse stuttering problem. But if you go into the firing range and spam 3 the bug still persists and then if you hop into a match the bug will persist everytime you hit 3 it will stutter the game.
