Stuttering/Freezing every 5-10 seconds

The first day I played the game things felt fine, but from day two and on I get a stutter every 5-10 seconds where the game freezes for 1-1.5 seconds, otherwise the game runs fine. I've adjusted settings, added a config file to the game directory per suggestions i saw for similar issues, nothing has worked. If I reboot the game, the first match runs fine with no freezing, but from the beginning of the second match up until I restart again it happens. Small game modes and large. I noticed in the performance tab of task manager that my CPU usage would spike to 100% every few seconds or so, but it didnt seem to directly line up with when I would experience a stutter. Currently reinstalling to see if that helps. As is the game is pretty much unplayable.
