I managed to find a fix for myself, but I imagine this may be the exception:
I checked my CPU temp during a game, and found it was thermal throttling.
I then reapplied my thermal paste, and made sure my cooler heatsink was clean, then put it all back together and made sure the cooler was snug (I did not realize that the screws for most coolers can't be overtightened, that's why there are springs n **bleep**, maybe I'm dumb for that).
Rebooted, opened the game and found absolutely no TN on any games I played. I expect the small amount of thermal throttling that was occurring due to me incorrectly affixing my CPU cooler caused general CPU instability and thus the communication between CPU and server was affected. Very high likelihood this was also affected by today's server patch.
Hopefully this helps at least someone and is not solely an admission of my own incompetence in processor installation.
