Download HWiNFO and post a screenshot of the System Summary.
Post a screenshot with the FPS Performance Overlay on-screen. Set it to Advanced.

Thanks OskooI_007 . I figured out my Latency Variation issue.
Switching to wired ethernet resolved the problem.
Previously I was using Wi-Fi via a AX210 PCI-E card and the PC is about 15 meters away from the wireless access point.
I was surprised to learn that Wi-Fi was the problem, since BF4 and many of my other games run just fine. This is the first time it has caused me problems for any sort of activity.
