This most likely applies to BF3 purchesed through Origin prior to the EA app.
If your only option is to download in Russian and the download can not start and cancels or if you are able to download and cant connect to any server after a clean install, this is clearly a licence issue and EA is at fault for this problem when tranfering everyone to the EA app.
Save your self a large amount of time if EA support chat points you to the standard troubleshooting forum posts. If it is a clean install there is no need to do all the standard troubleshooting. This is clearly a license issue on an EA server. You need to be Transfered to an Admin or higher level help.
An average normal server admin should be able to fix this in a few minutes.

When you finally get switched to an admin that can acctually access your account, he can restore the download in english but hopefully he doese not downgrade your licence from Premium to Standard edition like he did mine. You will now be able to download in English but unable to launch the game due to a license miss match.
Try talking with EA support again and again and again and agian. When all you get is, "we will forward this to the EA team", and a week goes by go to the next step.
Re-Purchase BF3 Premium Licence. If you get, "can not connect to Server", when launching the game, go to the next step.
Try talking with EA support again and again and again and agian. They will tell you, "We can not help you, we will forward to the EA team". If this happens go to the next Step.
Pray! Maybe in 4-5 Days they will acctually fix the issue.
After giving up I built a new Gaming PC and I decided to download BF3 for giggles 4-5 days after giving up. What do you know?
It now works on all 3 of my computers. Now, I will like to see what I have to go through to getting a refund for re-purchasing a licence that I already owned.
Make sure you save all your Help Chat transcripts before disconnecting with them.
