Hi,
The weapon is locked after pick in mission 4 singapore in normal mode campaign, in the game appears 3/3 weapon, but in the battlelog campaign 4 it appears 2/3 and the m16a4 locked. If i restart the mission, the weapon is able to pick another time. I tried in normal mode and easy mode.

Complete the whole campaign and see if it unlocks. It is probably just a bug but it doesnt affect the whole campaign. isnt there the M4 avaialble in the campaign which is the Carbine equivalent that you could use?
Sync the game data,
1) Open Origin
2) Right Click BF4 > Game Details
3) Cloud Storage
4) If the option is available press Restore Save.
