ACTUAL WORKAROUND to stop the stutters, credits to htaccessCN : DISABLE PLAYER-CREATED CONTENT in the Gameplay settings. This will of course remove platoon tags, hide all emblems, and mess up the server browser, but at least the game will be playable.
