Kicker/Punter Recruit Bug

In dynasty, none of the CPU generated recruiting classes ever have a kicker and punter with more than 93 kick power. I have simulated decades and have yet to come across one with kick power 94 or above. Hopefully that can be patched so that kickers and punter in the incoming recruiting classes can have 94-99 for their kick power as well. 

Also, the punters in the incoming recruiting classes that possess abilities ALWAYS seem to have low kick power ratings (60s and 70s). Hopefully that can get patched too.
