Visit spots open after commitment

With only 4 (maybe 8) spots for a visit. Why can't they be opened back up if the person commits or locks someone out? 

In this particular rant, I lost a RT with 2 weeks before the visit. I have another RT that would slot perfect into that visit, but my visit is locked because the guy committed elsewhere.
