Add a Spectate Mode for Commissioner

Streaming is a huge market to grow a game and one thing my long-term dynasty has been wanting since the start is a way for the commissioner of the league to be able to load into a game at the same time as a user vs user game so they can stream that game as if broadcasting the game live and commenting on it.  Everyone I've talked to has loved the idea and thinks it would add another level of marketability to any EA game not just College Football.
