The servers for Tiberium Wars have been taken down:

Single player is still available. If you are looking for multiplayer then you will indeed require a third-party support to run it.

There is no real official support for the C&C series anymore; third party fixes are the best you're going to get. The C&C community got really good at fixing stuff, though 😉

As for your problem... Generals, Zero Hour, C&C3, Kane's Wrath and Red Alert 3 all used the Gamespy system for their online play, but the whole system has been shut down in July 2014.

However, community servers have already been set up, so it should be possible to play online that way. More information on that can be found at http://cnc-online.net/.
