I update directx and change compatibility and even changed the option.ini
none is working
it still gives error: technical error message

Are you running the game as administrator? It should be an option in the compatibility options.
As for DirectX... exactly what did you install? The DirectX version needed by the game is in fact not an 'update', but an older version which the current version doesn't seem to be entirely backwards compatible with. As far as I know, C&C Generals requires version 9.0c, from June 2010.

If I may ask ... what did you have to change in the ini-file?
Did you download directx from Microsoft's website?
Can you also try installing directx from some older game you got on CD and or DVD?

For users that have windows 10 home edition and DirectX 12
Resolved issue C&C General & Zero hour for Windows 10 users.
Open Installation folder for Origin games "Example"----> C:\Program Files (x86)\Origin Games\Command and Conquer Generals Zero Hour.
Inside Open either C&C General & Zero Hour folder ---> Find specific .dll file called dbghelp.dll select the file and delete it.
