It's simply bundled with Tiberium Wars now. Start TibWars and you'll get a popup to choose which one to run. The same thing goes for all expansion packs. It's a bit annoying, since it means you can't choose to install them individually even if they're technically stand-alone, but that's the way they organised it now.
By the way, can you please not spam unrelated tags your post? They don't make you more likely to find a solution; quite the opposite. You're just making it harder for other people to find accurate information here. This is not related to Red Alert nor the C&C remasters, this is a support post and thus not a discussion, and this is not related to anything having technical issues.
