Chapter 3: fuel station keycard missing

Hey, has anyone else had this? I’m basically stuck there

    So I was mistaken, had to go to south fuel first, I uninstalled and reinstalled to my SSD, reloaded at the end of mission 2, wasn't a whole lot of extra work to get back to the key card which was there now.

Completely unable to progress. I made sure my game is on the ssd now but I have no way to make the keycard spawn
