[PC] Dead Space Remake stuck on launch

Wanna play DSR through gamepass but I just can't. When I start a game it's freezes on some loading thing in right bottom corner or on dev's introduction or sometimes on first options screen. I tried a lot of things from Internet to fix this but nothing let me normally play.

One day i reach gameplay and fps was pretty nice but once in about 5 mins game completly freezes on 5-10 seconds and then goes like normal.

Another issue is that when gameplay is about smooth 60 fps menu runs in about 2 fps, but graphics menu goes normal. Don't know how's that even possible. Then game just don't let me in gameplay anymore.

Is there ANY ways to finally play the game?

I know that my CPU is a bit under the requirements but the game itself works fine, another pieces of my PC match those requirements.

Check for Windows and GPU updates / DONE
Check your system requirements - If you have an SSD and HDD, install to SSD / SSD already
Reinstall the game / DONE
Run the System File Checker tool / DONE
Put your device in a Clean Boot then launch the game / DONE
Try the Game in different Compatibility settings
Try Safe Mode with Networking
Try a new Windows Account
Change UAC Controls within Windows (change back once tested)
Remove any over-clocking or undervolt settings or software and check if the issue continues
I updated above with DONE , still the same issue.
BTW, this is frustrating that all other games except this one, you realise that means that the game itself is not Optomised correctly right? Having to ask the end user to jump to so many hoops for something is baffling.
I will try the other options soon but at this point I don't even want to play the game anymore
