(PS5) Chapter 7 - elevator in the mining area is broke

As the screenshot shows the elevator in the mining area is broke. The first three necros show up fine but as soon as the music plays for the fourth one it never shows up. Because of this the door is stuck in no power mode and I can't progress. I've tried reloading with a save 40 mins before, turning off performance mode, reinstalling, and I even killed the necro in the other room (which I think is the one that's supposed to show up) with a pipe I brought from engineering to see if that would work.
