Okay, so this was happening to me as well. For me, the problem was I was trying to run the game in Borderless mode, and I was recording with OBS on my 2nd screen. But that was causing the game to randomly stutter. As soon as I switched to Fullscreen the stuttering was mostly gone.
Also, I went with the settings from this website.
