Caretaker No Enchantment

Recently my caretaker no longer has the enchantment option. I've tried going back to older saves to fix the problem but it did not work. I've also tried verifying my files on steam and this also did not work. Noone else seems to have this bug so I'm hoping someone here will know how to help me.
