Your Laptop's hardware performance is significant beneath the DAtV system requirements.
So this might be a problem that is not solvable.
That said, if the game is running, you can try to clean install the Graphic driver.- Follow this manual to the letter to cleanly uninstall all Intel driver components.
- Install the graphics driver > Go online.
- Test.

I might be misreading your DxDiag, but it looks like your CPU is an i3, and the game requires an i5 or better (recommended CPU is i9). It also looks like you've only got an onboard Intel UHD GPU. From a little bit of Googling, the GPU for your processor is probably equivalent to a GeForce MX230, which isn't powerful enough for this kind of game. The minimum for Veilguard is a GTX 970; if I'm reading correctly, that's 400% more powerful than the MX230. If you haven't already set graphics options to low, you could try that, but you probably need a much more powerful computer to handle the game.

A DxDiag is an overview of your PCs technical features and recent software errors.
There is no personal info in it expect for the “Machine name” in the second row.
(You might delete the “Machine name” line if you wish too.)How to create a DxDiag:
- Press the Windows key and "R" at the same time.
- Copy and paste or type "DxDiag" (Without the quotes) in the new field. > ENTER
- Wait until the green bar is gone > Click on "Save all information"
- Save the file to your desktop.
- Here at EA Forum > Click Replay > Click the paper clip icon at the bottom of the replay Window.
- Navigate to the "DxDiag.txt" on your desktop > select the "DxDiag.txt" > click on "Open".
- Type you massage > Reply.
