Regrets of the Dread Wolf black screen on PC version

I'm unable to view/continue the Regrets of the Dread Wolf side quest starting with Memory #6 on PC.  I can place the statue, but the cut scene never loads. It just goes to a black screen for about 20 seconds with some random sounds going off. Then I'm back in the center of the lighthouse, with the wolf statue I just placed on the pedestal but no painting revealed behind it, and no cut scene. Video attached to show what I mean.

I've tried loading to prior saves and still no luck. I didn't want to go too far back though since I just finished Harding's big companion quest and didn't want to lose all of that.
