Try to repair the game.
(EA app: My Collection > Click on the three dots on the game cover > Repair)
(Steam: Game Library > Right-click the game > Properties > Local Files > Verify integrity of game files.)
I have tried this. I have also tried reloading at different points, completing other quests first, etc. Right now I’m reinstalling the game entirely.
I have a save editor that I could use to force advance the quest but there’s no information about what checkpoints IDs I should use so I haven’t messed with it. The only mod I’m using (through Frosty) is the Centered Camera mod, because I can’t play the game otherwise because of motion sickness.
Additionally I have now tried it with the newly-installed game, and with the Center Camera Mod disabled. Completely vanilla game. Still doesn't work.
I can't remember if there are any additional steps required for this quest.
What you can try is a save that is older than the one you are currently playing.
