Trying to find my way out of Elgar'nan's trap and the blight is blocking the way, none is light up to blast. Watched a video of it and a mob suppose to spawn, not spawn. I have exit game and loaded game twice. I have waited for something to spawn for 10 minutes now.
yeah, i had this problem too. i think it's not as complicated a solution as the other comments would make it seem, you just have to avoid running right up to the blight wall where the enemy is supposed to spawn. after you've made your way across the bridge and knocked out the first wall of blight boils, hop down from the ledge and wait there for elgar'nan to finish saying his line in elven.

I did other quests and got to the Memory one finding more wolf statues and went back to Blood of Arlathan and it worked. So I don't know if you need to do that quest before Blood one or it was just glitched.
I have the same issue, no one spawns in this very location. I finished all the statues before…
What worked for me is restarting the save that starts from the beginning of that dream-like area where you are trapped in, disable any cheats if you use (like infinite health & one hit kill), and when you reach that bridge part where you put the crystal, do it very slowly, like do not hit the red plagues before you cross the bridge, and after you hit them and you move and see the room where the mobs are suppoed to spawn, walk in very slowly, and when they spawn you can re-enable the cheats if you were using any.
i've been stuck on this quest three separate times now: twice when i'm supposed to defend the area while the others are opening the gate and one time in elgar'nan's trap and neither reloading nor progressing before returning worked i just wanna move on 😭
