The Unbound not unlocking on Xbox Series X

I have broken all the seals and killed the dragon inside. The quest is marked as completed but the achievement hasn't unlocked. 

I have reloaded the save, cleared Xbox Cache and deleted local save and synced again but still hasn't unlocked.
