Weird Texture Distortions

I keep getting stretched/blocky textures only with this game, tried deleting and restoring the shader cache, changed the upsampling in as many ways as I can think of, lowered requirements, reinstalled drivers, reinstalled windows, and just about everything else I can think of. I have added pictures of some of the more egregious versions I have seen. sometimes as well I am getting textures just not showing up and getting speckled dots (image 3) most often on words like in the ui or the armor or menu. 

I have an intel 14700kf
nvidia 4060ti
2tb ssd (it is installed on the same drive as my OS)
32gb of ddr5 ram
