@EA_Aljo So I went to xbox.com, Need for Speed Hot Pursuit Remastered isn't listed as part of the Game Pass on PC but is available as an option for Game Pass on console. Even though I don't have a console, I went to that page anyway and tried to download it but instead of prompting me with a download option, the website only gives me an option to subscribe to EA Play. I double checked my account on xbox.com and made sure I have a Game Pass for PC subscription, which I do.
I don't think it's an Xbox issue because I'm able to view and attempt to download the game in the Xbox desktop app and get redirected to the EA Play desktop app where I'm prompted with the download errors.

Community ManagerIt sounds like you're talking about the new cloud gaming service that is in beta. I just tried it out myself and it's not appearing for me. Since this service is provided by Xbox, I'd recommend contacting their support to see if this game is available on their cloud gaming service.
