Can't install EA app (windows 11)

Summarize your bug Had to uninstall EA desk top because it would not open. Now it will not install.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I'm not sure I am reinstalling the app.
What happens when the bug occurs? After aprox. 95% install i get the error "Something went wrong... The EA app encountered an error and couldn't finish installing.
What do you expect to see? Ea App fully installed.
I tried to install this app 10 times just to be sure. I even restarted my computer twice. Could it be possible that having Windows 11 could be causing the install problem?
I'm problematic long reasons coined on external forums. The problem was going to start with the UTF-8 character encoding, which I don't understand technically. Probably EADesktop is not opening something that is not caused by their code. I solved the problem by repeating the problem resolution (Settings-Time and language - Language and regional - Admin language settings - System locale Change user. - "Unchecked" Beta: Unicode UTF-8 for worldwide language future) while it was ticked.
