The fact that your Xbox and EA accounts use different email addresses shouldn't be an issue by itself, but it's the "An account already exists" that's throwing me off.
Is it possible that your Xbox account is already linked to a different EA account? If you're not sure, then you might need to reach out to our live support team, and they'll be able to take a look for you:

If you're trying to sign in to help.ea.com with your Xbox credentials for example and it asks you to log in to an account without asking you to sign in to the account you want to link with, then it seems to me that it's already linked to something else.

I did reach out to the live support team. They disable that "other ea account" and then they checked it again, there is no ea account link to my xbox account. But, "an account already exists" error still exists

So they've confirmed that there's no EA account linked to your Xbox account? Can you try clearing your browser cache? It might be that there's a corrupted or damaged file in there that's causing you issues when you try to sign in. I'm not sure which browser you use, but I'll share steps on how to do it for some popular ones (Note that if you do this you'll have to sign into everything again, which can be a bit of hassle):

Yup, they have confirmed there's no ea account linked and we have try clearing the cache, but it still remains the same
