solved it for me

C:\ProgramData\Origin -> edit file local.xml -> add this line "<Setting key="MigrationDisabled" type="1" value="true"/>" -> save file -> go to file properties and check the read-only box!

It worked at one time, but now it no longer works. Even changing th read-only, it still gets overwritten.

I've notice that the local.xml gets rewritten with some .guard (something) and then that files disappears. I also seen where my security changes on my files. The local.xml actually takes MY security away and when I change it back and follow the instructions, it all repeats.
Up to a week or two ago, the workaround was perfect.

Yeah same issue I am finding today. Which does not help as migration of accounts somehow has EA App trying to use a wrong product code for Mass Effect 3 N7 Collectors Edition. Listing it as standard edition in EA App. Resulting in not being able to run the game. At least with the work around I could still use Origin and load the game to play. But that no longer is an option with local.xml ignoring being set to read only
