Charged Twice (+can't get a refund)

 My app crashed while purchasing two packs in the sims 4, After the crash, the items were not in my library, but I had been charged for the purchase anyway. I didn't notice this and assumed I hadn't been charged, so I just bought the packs, and I was charged both times. I have tried so hard to contact literally anyone at ea, but the app just takes me around in circles.  How do I resolve the issue or contact someone at ea to get my $40 back? I cannot get a refund on the purchase, I tried that already. I'm literally desperate please. (I'm also posting this on the Sims 4 one, because I don't know where this should go)
