Guess I found someone with the same issue. Had Wild Hearts crash on the 17th around 12:45 PM EST. After trying to launch it again it does the same as yours. EA launcher flashes up 2 times then the 3rd time it comes up saying it was launched from another app but no actual game comes up even when it shows running on Steam and showing in the task manager as well. I tried all that you have tried and even went as far as reinstalling Windows 10 OS and still doesn't work. No actual error pops up either.
